Director General

The mandate of the office of Director General is established under section 12 of the Kenya Roads Board Act No. 7 of 1999, section 2 of the Road Maintenance Levy Fund (RMLF) Act No. 9 of 1993, Section 44 of the Public Procurement and Asset Disposal (PPAD) Act No. 33 of 2015 and the PFM Regulation and is responsible for the day-to-day management of the affairs of the Board.

The Executive Office of the Director General is responsible for the administration of the Road Maintenance Levy Fund and providing overall strategic leadership direction in overseeing the development of the road network in Kenya and coordination of its maintenance, rehabilitation and development. The office is also responsible for coordinating the optimal utilization of the Kenya Roads Board Fund and advising the Cabinet Secretary responsible for roads on all matters related thereto. The office is responsible for resource mobilization for additional funding of road maintenance, rehabilitation and development.

Coordination of the Road Sector Investment Program (RSIP), the Road Inventory and Condition Survey (RICS), the monitoring of the Annual Public Road Programme (APRP), and the coordination of road sector policies. Further, the position exists to oversee the development, implementation and review of policies, strategies, regulations and guidelines for effective and efficient execution of KRB’s mandate

Legal Services & Board Secretariat Directorate

The Directorate is responsible for advising the Board of Directors and management on matters of corporate governance and implementation of Mwongozo code of Governance for State Corporations.

The job holder is also responsible for management of Board Secretarial, legal advisory and related services, corporate communication and public relations and quality management systems.

In addition, the Directorate is responsible for creating, maintaining and protecting the Board’s processes and procedures adhere to quality standards.

Finance & Fund Management Directorate

Finance & Fund Management Directorate is established pursuant to the Kenya Roads Board Act of 1999 Sections 6 (1), 6 (2), a, b, c, d, e, f, I, j, k, l, 19,20,21,22,23,24,25,30-36, the Road Maintenance Levy Act of 1993, the Constitution of Kenya 2010 Chapter 12 on Public Finance, The Public Finance Management Act, 2012 and Regulations, 2015, Public Finance Management (Road Annuity Fund) Regulations,2015 and the County Allocation of Revenue Act.

The Directorate is responsible for coordinating the management of the Kenya Roads Board Fund (KRBF) including resource mobilization to meet the current and future needs of road maintenance, rehabilitation ad development of the road network in Kenya. In addition, the Directorate provides overall leadership on all matters pertaining to prudent financial management and is key to ensuring the overall effectiveness of the financial management of the Board.

The Directorate serves as the primary link between the Board and the Road Agencies for timely disbursement of the Road Maintenance Levy.

In addition, the Directorate leads in the review of the Annual Roads Works Programmes for Highways, Rural & Urban Roads Programme (APRP); as required by Section 19 of the Kenya Roads Board Act of 1999 (Revised 2019). Further, the Directorate plays a leadership role in development and promulgation of policies and guidelines relating to the financial management of the Board and ensures internal consistency of all financial policies and guidelines, including those initiated and developed by the other directorates of the Board, and monitors and reports on compliance. The directorate provides leadership in development, implementation and monitoring of Board’s Corporate Strategy to ensure sustained corporate performance.

Highways Directorate

The mandate of the Highways Programme & Assurance Directorate is established under Section 6(1), 6(2) a, Directorate 19,20,21,24,25 of the KRB Act No.7 of 1999. The Directorate is also established under provisions of the PFM Act2012; PPAD Act,2015, the CARA, Kenya Roads Board Act, 1999 Clause Section 6 (1), 6(2), to, 24,25,26. The Directorate is responsible for preparing, monitoring and evaluating implementation of the Highways Annual Public Roads Programme, by means of financial, technical and performance audits the delivery of goods, works and services funded by the fund, in the maintenance, rehabilitation and development of roads.

The Directorate is also responsible for performing programmed, special and ad hoc technical & performance audits on Highways, Monitoring and evaluation of special programmes funded by Development Partners as provided in the relevant financial agreements and implementation protocol.

This will be achieved by evaluating the programming planning, procurement and the delivery of goods, works and services undertaken by KeNHA to independently verify that funds allocated for roads maintenance, rehabilitation and development are consistently applied to the purpose for which they are intended. In addition, the Directorate will investigate and review all performance aspects of the KeNHA to identify and express an independent opinion of their status and achievement expected outcomes including whether safety is integrated in all phases of planning, design, construction, operation and maintenance of road infrastructure and make recommendations as necessary to render projects management complaint, more efficient, cost effective and transparent

Rural & County Roads Directorate

The mandate of the Rural & County Roads Programme & Assurance Directorate is established under Section 6 (1), 6(2) a,b, c,d,e,f,g 19,20,21,24,25 of KRB Act No 7 of 1999. The Directorate is also established under provisions of the PFM Act2012; PPAD Act, 2015; the CARA, Kenya Roads Board Act ,1999 Clause Section 6(1) ,6(2), a, b,g, h, 24,25,26. The Directorate is responsible for preparing monitoring and evaluating implementation of KeRRA and County Roads Annual Public Roads Programme, by means of financial, technical and performance audits , the delivery of goods, works and services funded by the Fund, in the maintenance, rehabilitation and development of roads.

The Directorate is also responsible for performing programmed, special and ad hoc technical & performance audits on Rural and County Roads, monitoring and evaluation of special programmes funded by Development Partners as provided in the relevant financial agreements and implementation protocol.

This will be achieved by evaluating the programming, planning, procurement and the delivery of goods, works and services undertaken by Rural and County Roads to independently verify that funds allocated for road maintenance, rehabilitation and development are consistently applied to the purpose for which they are intended.

In addition, the Directorate will investigate and review all performance aspects of the Rural and County Roads to identify and express an independent opinion on their status and achievement expected outcomes including whether safety is integrated in all phases of planning, design, construction, operation and maintenance of road infrastructure and make recommendations as necessary to render projects management complaint, more efficient, cost effective and transparent.

Urban & Park Roads Directorate

The mandate of the Urban & Programme Directorate is established under Section 6(1), 6(2), a, Programme 19, 20,21,24,25 of KRB Act No 7 of 1999. The Directorate is also established under provisions of the PFM Act 2012; PPAD Act, 2015:theCARA Kenya Roads Board Act,1999 Clause Section 6(1), 6(2), ab, c,g, h, 24,25,26. The Directorate is responsible for preparing, monitoring and evaluating the implementation of the Urban & Park Roads Annual Public Roads Programme, by means of financial, technical and performance audits, the delivery of goods, works and services funded by the fund, in the maintenance, rehabilitation and development of roads.

The Directorate is also responsible for performing programed, special and ad hoc technical & performance audits on Urban & Park Roads monitoring and evaluation of special programmes funded by Development Partners as provided in the relevant financial agreements and implementation protocol.

This will be achieved by evaluating the programming, planning, procurement and the delivery of goods, works and services undertaken by Urban& Park Roads to independently verify that funds allocated for road maintenance, rehabilitation and development are consistently applied to the purpose for which they are intended.

Policy & Planning Directorate

Policy & Planning Directorate is established pursuant to the Kenya Roads Board Act of 1999 Sections 6(1), 6(2), a, b, d, e, f, g, 19, 20, 21, 24, 25. The Directorate comprises of three departments namely: Policy & Research department, Road Management System (RMS) & Geo-informatics department, and Corporate Planning & Strategy department. The Directorate’s responsibilities include:

    1. 1. Coordinate and monitor the implementation of road maintenance policies and strategies for effective management of the road network.
    1. 2. Coordinate preparation of RMLF ceilings for Road Authorities.
    1. 3. Coordinate the consolidation of APRP.
    1. 4. Review the Road Classification system and Roads Register.
    1. 5. Maintain and update the Road Inventory and Condition database Road Inventory and Condition Survey (RICS) is carried out every 5 years to monitor the changes in the road inventory and conditions since the last RICS and thereby demonstrate the outcomes of road infrastructure funds (both for development and maintenance). The Directorate is currently carrying out RICS 2022 – 2023 that commenced in January 2022 and is expected to end November 2023.
    1. 6. Coordinate and initiate development of Roads Sub-sector Investment Programme (RSIP) RSIP is a medium-term plan which outlines road development and maintenance priorities. RSIP covers the entire National Road Network and all types of interventions (ranging from Routine Maintenance to new construction).
      • 1st RSIP (2010-2015) prepared in 2011, expired in June 2015
      • 2nd RSIP (2018-2022) is in place and shall expire December 2022
      • 3rd RSIP (2023 – 2027) being developed
    1. 7. Promote road related Research and Development in roads sub-sector The Directorate initiates and implements road related research programs and studies, coordinates innovations relating to maintenance, rehabilitation and development of the road network in Kenya. In FY 2022/23, the directorate is undertaking research on “Causes of fissures on roads in Kenya: Case study of Maai Mahiu – Narok Road” in collaboration with the University of Nairobi.
    1. 8. Coordinate implementation of Roads 2000 strategy The Roads 2000 strategy is a method of road development and management that ensures optimum utilisation and development of locally available resources where technically and economically feasible and in a socially responsive manner. The Directorate develops a Roads 2000 Strategy every 5 years and monitors its implementation quarterly.
    1. 9. Provide technical support for Road Agencies and County Governments in road maintenance
    1. 10. Automation of the Board’s processes in collaboration with other directorates Currently, the directorate is automating the Annual Public Road Programme (APRP) and Cost Estimation Manual (CEM) for effective planning and reporting of the programs funded by the Board.
    1. 11. Road Safety Mainstreaming The Directorate coordinates road safety mainstreaming activities. In FY 2021/22, the Board executed a collaboration framework with NTSA to reduce fatalities and injuries resulting from road accidents.
  1. 12. Leadership in the development, implementation and review of directorate’s annual work plans The Directorate also provides leadership in the development, implementation and review of directorate’s annual work plans to ensure that they are aligned to KRB’s Strategic Plan and are directed towards the achievement of the KRB mandate.
Corporate Services Directorate

The directorate will oversee the management of Human Resource and Administration, Business Information Systems and Corporate Communication & Public Relations functions of the Board.

The function of the office of the Director, Corporate Services also entails formulating, interpreting and implementing the policies, strategies, and programmes of the constituent departments; prudent management and utilization of all the resources under the departments; and, development of a master strategy and business continuity management of the Directorate;

Regional Offices Department

The Regional offices are established to comply with the Constitution requirement as stipulated in Article 6(3) of the Constitution of Kenya,20210 which states that: “A national state organ shall ensure reasonable access to its services in all parts of the Republic, so far as it is appropriate to do so having regard to the nature of the service”.

In a bid to enhance governance and service delivery and ensure reasonable access to services offered by the Board as required by the constitution, KRB shall establish nine (9) regional offices. The regional offices shall be responsible for supporting the Road Agencies in road works planning and reporting. They also support Policy, Research & Road Management Systems Directorate, Finance & Strategy Directorate, Highways Programme& Assurance Directorate, and Uban & Park Roads Programme & Assurance Directorate.

HR Management & Admin Dept.

The Department of Human Resource and Administration is responsible for the management of the overall Human Resource functions and administrative services at KRB, development, review and implementation of HR & administration policies, procedures, processes and strategies aligned to corporate strategy to facilitate operational efficiency of KRB.

Business & Information Systems Dept.

The department is responsible for leveraging on technology to deliver the information resource for efficient decision making. The department is also responsible for overseeing the development and implementation of effective, integrated information and communications technologies, ICT strategy, policies, management of systems, and infrastructure for delivery of cost-effective ICT services to the Board.

The department also implements comprehensive ICT disaster recovery and business continuity strategies for effective delivery of services towards realization of the Board’s mandate.

Supply Chain Management Dept.

The Supply Chain Management Department is created pursuant to the provisions of the Public Procurement and Asset Disposal Act 2015 and is responsible for formulation, review and implementation of Procurement and disposal strategies, policies, procedures and processes and procurement of goods, works and services, inventory management and Asset Disposal to ensure value for money

Internal Audit & Risk Assurance Directorate

The directorate of Internal Audit & Risk Management is established pursuant to Public Financial Management Act 2012 Section 73 (1) and Mwongozo code of Governance for State Corporations, Chapter 3.

The directorate is responsible for internal audit and risk management and specifically providing assurance on the Board’s internal control systems, risk management framework and the governance structure.

The directorate will be responsible for identifying real or potential events that may impact the organization’s ability to achieve its objectives and develop a framework for managing the Risk. Further, the directorate is also responsible for ensuring the provision of quality services in Kenya Roads Board by coordinating formulation, implementation and compliance of relevant internal audit and risk management standards.
